Can the casein emulsion be used with watercolour

Maybe. The downside to the emulsion is it's very strong odor. One needs good ventilation during use.

Is this artist quality, i., e., acid-free? Can you mix it with a little alcohol so it will dry faster?

This is artist quality. You don't need to mix it with anything except your casein paints because casein paint dries quickly, about as fast, or faster than acrylics.
