Does it has a "nec reneas chipset"?

The PEXUSB311AC2 uses an ASMedia - ASM2142 chipset. We do not currently sell any USB 3.1 Type-C cards that use a Renesas chipset. Nick, StarTech.com Support

Does this work on pcie 2.0 x16 slot supporing max x2 speed ?

It's pcie x4 so putting it in a x16 slot will work, it will scale down. You just can't put it in one that is a x1 slot, it has to be x4 or higher.

Lets say I run one device on a given channel, does that device have the full 10Gbps bandwidth or is it limited to 5?

The PEXUSB314A2V has two dedicated channels split to two ports each. If you plug in a single device on one of the channels it should get the full 10Gbps. Dan, StarTech.com Support
