Q: Does this product rap around 90degree angels?

It could as long as the bend isn't to extreme, I ran mine straight with a easy 90 degree bend over to the faucetGreat product lowers the heat about 20 degrees in Florida, so sitting at my patio bar is much more enjoyable

Q: what's the differences between this product and 16030?

The 16031 has brass jets and the fittings are much better. I don't recommend the plastic jets they crack after a season or two.

Q: How much water does the system use (gpm)

Not certain but my guess would be 2 or less

Q: Could I use a pump and reservoir with this? If so, what type of pump & tank would be good but inexpensive? My spigot is inconvenient for this setup.

I have only used this system connected to a hose bib. That being said, a pump could be used, but would need to have a capable of about 30 to 40 psi and maybe 1 to 3 gallons per minute. And, even then you may want to have a valve in line to throttle it back the gpm even more.
