Q: When Changing your Oil on a 2013 Concours 14, does the bar get in the way?

I will add (now that I remember) it does take a tad more attention to get the oil filler cap on and off as the bar is fairly close. Just don't over tighten the cap and you won't have any issues.

Q: Will this work on a kawasaki 2018 1400 Concours?

I’m pretty sure it will. These are awesome protection and Allow you to put on additional lights or even highway pegs. And they do work. I dropped my bike and not a scratch on her.
