can the mirrors be tightened in place? wind blows them sideways

The band can be tightened around your handlebar to keep the mirrors from moving forward and backward...but the little mirrors themselves are on a swivel. They can be moved around pretty easily by your thumb to see to your side but if you are going fast on your bike then, unfortunatley, they could be blown sideways. In my opinion, they are almost too small for any kind of bike. I bought these but soon replaced them with larger ones because these were just too small for mine or my husbands bikes.

does the handle bars have to round

The location where I have mine are round, but I think the fibber straps would conform to other shapes as long as the other shape perimeter is shorter than the strap

Would the angle work on drop down handlebars

Yes, they rotate all the way around so they should work. They are very small though.
