say i wanted to spray my license plate would a photograph be hit by the reflection thus making it unreadable?

After using foronths, this product has actually made my license MORE VISIBLE AT NIGHT. I got hit twice by a camera reader in a work zone and the license plate was VERY visible.

is this a clear coat???

When I used it it seemed fairly clear. I used it on fabric on top of a coat of grey spray paint, and it was not really visible at all (did not add shine or color, just a tiny bit of reflectiveness that was barely visible). I recommend only using it on hard, sealed surfaces.

Possibly. I found that in order to get enough reflectivity you have to apply multiple coats. I was only painting some tree trunks for general visibility, not readability. Since your numbers are dark I would say it will not really make them readable. If they were painted white it might help. Then you would have to tape off everything else to apply this stuff anyway unless somewhere you can find it in a jar. You might be able to find the micro glass beads to add to some clear urethane or other clear coat to apply to the numbers. I have not tried that. The reflective tape like this works much better, but usually it has a light colored backing and probably larger glass beads or something. I wish they sold the paint that they use for road lines and signs, in smaller quantities, for this reason. I haven't looked lately, maybe there is someone selling reflective paint in jars. You might also try taping off /filling in the numbers with some temporary putty or something (modeling clay maybe? Something that removes easily - tape would be difficult since the numbers are recessed) and then painting the mailbox itself around the numbers, if the mailbox is lighter colored, but I still would think it'd be harder to read dark letters at night. Depends how far away you want it to be visible and how large you made the numbers.
