I don't have the Sky Kennel but I attach it to the outside of my crate. As long as the nozzle can fit through the gaps in the wire, it should work.

Q: Is the ball on the end stainless steel?

Yes the ball is stainless steel and it works wonderful i have one of these bottle and i love it.

Q: can this be mounted to a pet pen

Yes indeed. It comes with a spring and clips on each end for attaching to any basic dog crate. My pup uses hers and loves it!
