Q: what are the ingredients of the mascara?

I am not sure what the ingredients are, but I have been using this product for many years without any issues. I have very sensitive eyes and this product does not irritate.

Q: What is the blotting paper used for?

Blotting sheets remove excess oil from your face without having to remove your makeup.

Q: Are there any instructions in English?

There isn't. But this is a transparent super waterproof mascara. You can use it as it is. Or use as a primer before a non waterproof mascara so your curled lashes don't go down (which is what non waterproof mascaras tend to do). If you curl your lashes and use this, it will keep them right up all day.
