Can you write with a permanent marker on these instead of putting them in a printer?

Yes, pen or marker work fine. I actually don't use them with a printer myself. I use them to refurbish file folder tabs.

I'm looking for something to use as price tags on books. Will these peel off of books easily without tearing the book?

I had never used these on books, so I did a little test. I took three books with different cover types. One was old with a dull paper finish. One was relatively new with a very shiny finish and one was an old paperback with a medium shiny finish. I put a label on each one. After about 45min I removed the labels. They came off easily, left. I residue, and it is impossible see where they were. I use these to label plastic containers and jars the I use in the freezer. The labels come off easily unless they have gotten wet. Then they are very difficult to remove.
