Will it work if a small, 8-pound dog falls in?

I believe it will work. Our cats, 10# and 11# both fell in and it went off. Also, my husband forgot it was in and just dangled his feet and it went off. We have been really pleased with it.

Can you attach it to the handrail of the pool?

Returned because I would not trust it. Sensor never went off even making waves in pool.

does it have to be tethered ,or can it float free

it comes with a long tether that can be easily shortened without cutting it, but you could let it float around without it. If it is free floating be sure it is alarming properly. Its alarm sensitivity is also very adjustable. Note: rain will also likely set it off.

How does it connect to the alarm in the house?

It connects through wifi to another transmitter you charge in house. It's really loud regardless. You won't miss the alarm.
