Yes. It is pressed paper with glue. But it is covered by film imitating wood.

Can this be built without using the legs? How high would it be without its legs?

It’s already super short as it is…without the legs it’d be 12 inches off the ground.

Can I assemble without the legs if wanted ?

I am not sure. it depends what you are looking for. The legs are part of the frame. The frame is attached to the bottom panel. If you do not need the frame at all and you plan to keep only the bottom panel, the answer is yes. In case you need the frame but you do not need legs, it is not possible to take legs out of the frame. you can make the legs shorter by a saw... however it is a different story ;-)
