There are button, you can turn it off.

If left "on" but power is disconnected (via smart home plug) does it resume spinning when powered up again?

If the power is disconnected, you have to push the open button again.

Can you put a maniquin head on it ? Will it still rotate ?

As long as the weight of the maniquin head does not exceed 6.6 lbs.

How long does it take to make a full rotation?

You can adjust the speed to make it faster or slower. I really like mine.
