Does this come with enough bungee cords for the front and rear of the vehicle? It seems like it would need 4 cords; 1 for each clip.

No. One cord per two clips. Clip 1 goes at front passenger wheel and clip 2 goes at front driver wheel, stringing the elastic tight between. the other two clips go at the back wheels... if you haven't got the idea, clip 3 go at the back passenger wheel and clip 4 goes at the driver back wheel. or vice versa. It really can't get any more simplified.

About 3 to 4 feet long (approx.) but it stretches from one side of the car to the next (like a rubber band) but very strong. It's very good! Holding up so far!

Which cover would we need for a kia soul?

This product only holds down the cover. I don't believe this has a size associated with it.
