What makes this repel water, is it pfas-based? These are forever chemicals and do not biodegrade, which contradicts description. Please clarify?

Will this work with a pressure washer and foam lance?

It does work with Foam Gun. Makes good foam as well. However rinse very well. Tends to leave a residue. Also I feel like it works just ok. Still a lot of spot. But less the other soaps.

will this harm a high pressure washer?

Any chemical can harm your pressure washer when injected before the pump. ALWAYS use a downstream injector, is, one that attaches after the pump, before the hose going to the sprayer wand. Then you just need to rinse your hose and sprayer with plain water, no chemicals in your pump and in your seals.

does this product affect cars finish

My purchase of this product was specifically for the same question which you are asking. My new Mazda 6 has both factory clear coat and a dealership applied Zurich Shield protective coating, both of which I wanted to not damage. With this Rain - X wash, I also purchased new microfiber washing mitts and microfiber drying cloths, and there was no problem whatsoever that I could detect.
