Does it include the charger

It will also charge through the USB C port, not just with the included power brick.

This will also charge from the slightly larger Microsoft Surface Pro chargers. All of these power brick chargers attach magnetically which means much less risk of accidentally dragging the Go off a hotel desk or table by tripping over the power cord.

An 18 watt USB C charger will both keep the Go running AND slowly charge it, more quickly charge it when the Go is switched off. That’s handy for desk work in “laptop” mode. Note that the Go’s USB C  port will no draw more than 18 -20 watts (no rapid charging via this port), so all you really need is an 18-20 watt, single voltage, USB C wall wart charger. I like the Apple and Anker, and Google Pixel (just 15 watts) but trust Apple quality the most with Anker being the tiniest.

Exercise caution with early USB C chargers from some laptop makers - rumor has it they didn’t always follow the USB C spec closely and were very brand specific rather than universal.  So don’t risk them here.

Also, a USB A => C cable for use with a really old 10-12 watt Android charger might not deliver more than 5 watts due to the lack of compatible pin codes in the cable, handshaking etc.

For best USB C wall wart => Go C results, stick with the single voltage (5-5.2volt, 18-20 watt) small Apple and  Anker and late model Pixel type C chargers.

Finally, remember that charging with a USB C charger will be much slower than charging with the included charging brick.  On the other hand, C port charging on the Go is a nice “undocumentedl” feature that lets me charge my Go with just my phone charger, which takes up a lot less less space in my carryon bag, and reduces the number of chargers to carry.

Could the surface do mobile deposit?

It depends on your bank. Most banks require an Android or Apple iPhone or iPad app. They don’t work in desktop browsers. It’s not a technical limitation of the Surface, it’s a lack of sufficient market demand. The Go is a really tiny Windows computer, not a really large phone. One area where it really excels, due to it’s excellent screen, cameras, speakers, and microphones, is Zoom, Meet, and Teams video conferencing.  Can’t be beat vs a tiny phone screen and hand holding it. Those services will all run in the Edge browser.
