You line it up where the solid vertical line is

Q: Does this warp or melt when user on an actual heat press? The last ones i bought were horrible

You use the ruler to position the vinyl before pressing. You do not press with the ruler in the way. It will melt if you apply heat to the ruler.

Q: Could this be used for placing machine monograms?

If it is a right or left chest design, yes the ruler will help you set that in place.

Q: Is it flimsy will it break easily?

Pretty sturdy when used for what it was meant for.
