It fits loosely. My grandson was almost 6 and wore the 6-8.

Will this fit a 21 year old man?

If the 21 yr old man has a small frame, I think it could be possible.

Can you wear headpiece over Steve mask?

We did not have a mask but the headpiece fit very loosely. I think it would work.
