What's spec difference between samsung smartthings hub v3 (gp-u999sjvlgda)?

This hub can connect to internet via ethernet and/or wifi and extend the pre-existing wifi for signal other wireless devices to connect to. It's mainly helpful if your router isn't in a central location for your smart home devices AND your devices are just an extra hop too far away. The V3 Hub just has ethernet connection which is reliable and works if distance isn't an issue.

Can I arm the house with this device using a siren if somebody breaks in?

If you are seeking to buy this hub for protection, this is not what it's designed for. It is strictly for controlling Z-Wave and Zigbee appliances. For home/business protection I'd recommend buying Ring Alarm kit which will do everything you're looking for. Buying Aeotec Hub can accomplish the task as well, but you will have to design the system yourself and buy all devices separately thus spending a lot more money.
