Q: Will this make and actual 3/8" hole if that is the size i select?? I want to punch a 3/8" thick cardboard.

My punch is 1/8". It punches a hole about .116" diameter. 1/8" = .125". So the hole is a bit smaller than the measurement listed on the punch.

Q: Will this punch a nice clean hole through heavy 3mm thick felt without a lot of hammering?

I would think so. It is quite sharp. It is not hardened steel so you would be able to hone it if necessary. I used it to clean up mortises in 17 wood doors and it was just as effective at door 17 as door 1. Punching holes in felt should be a breeze. For your application, I would use a piece of pine or hard rubber as the work surface.

Q: Will this punch through aluminum name plate, for pet tags?

yes but it would be one and done, the edge of this punch is very Sharp from the factory. this punch works well with soft materials such as leather, cork,cardboard, card stock.the cutting edge of this punch is very fine and would roll if used on aluminum. you would get 1 to 2 cuts .I would try a different tool.hope this helps

Sure.. easily!!! I use to cut a compound of several hard nylon fabric layers most than 5/16 thick and it do work nice and clean finish.... I'm sure you will reach same finish with leather
