No, this doesn’t have phantom power for condenser mic.

Q: Will this amplify a signal or only attenuate ?

It sums 2 sources into 1. There is no amp so the signal still needs to be fed into a preamp or other amplification unit.

Q: will this allow phantom power through to the condenser mikes from a focusrite solo?

I'm not sure, but using phantom power with this can cause unwanted noise. I suggest getting a seperate phantom power supply unit for your condensers. Neewer makes a great one that is cheap and Rolls makes a dual one that is also cheap. Radial and ART also make some but are more expensive.

Q: Can i input 2 stereo to 1 mono out? the main out from my dj mixer is 2 stereo xlrs but my next gig only allows djs 1 xlr input to their sound system.

This will work or just use the left channel. But might miss some details on the stereo without using this mixer.
