No the device does not encode onboard it will present an uncompressed image to the attached system. The CPU/GPU utilization is dependent on the encoding profile that you use and not related to the device itself. It DOES provide onboard processing of de-interlacing, color space conversion and image scaling which helps with system resources and USB bandwidth.

As responses indicate you can use many USB devices at the same time. The limitation is bandwidth on the root USB hub on your computer. USB 3.0 has 5 Gbit/sec throughput on the root hub. However, in testing, the actual throughput is about 2.8 - 3.0 Gbit/sec or 360 - 380 MB/sec. By limiting the color space to YUY2 and fps to 30 you can fit two 1080p captures on the bus. 720p@30 fps YUY2 1280x720 55 MB/sec.720p@30 fps RGB24 1280x720 83 MB/sec.720p@60 fps YUY2 1280x720 110 MB/sec.720p@60 fps RGB24 1280x720 166 MB/sec.1080p@30 fps YUY2 1920x1080 125 MB/sec.1080p@30 fps RGB24 1920x1080 187 MB/sec.1080p@60 fps YUY2 1920x1080 250 MB/sec.1080p@60 fps RGB24 1920x1080 374 MB/sec.Other considerations: Only a very few high-end system have two root hubs - many do not.
