Q: what makes it ethical?

I believe it is the name of the company making the product: 'Ethical Products.'

Q: Is it washable, can a child use this?

I bought it for my dog, but I expect a child might be as rough. I've washed it on gentle in my front loader, so it's definitely washable. I would hand wash it in pure soap, rinse it well and it should be okay for a child. I expect it will be cuddled and chewed, much like what my dog does.
