Q: Are these opaque, semi-opaque or transparent?

They are fairly opaque. Very pleased. Material was nice and pretty thick for price.

Q: can you put tension rods on both the top and bottom?

Not as they come out of the package. There is a generous bottom hem, but sides are sewn. Would not be hard to open with a seam ripper and add a bottom tension rod. They are very well made and attractive.

Q: Is the mineral color a light blue or a light green?

That's hard to say and depends on how you see color and the lighting. I see it as a light blue. It's almost a perfect match for paint company Benjamin Moore's Wythe Blue (HC 143), the color I was trying to match. I love it.
