33 is to high for force it will cut Thru your paper try 23 and blade level 3 on the smooth heat transfer setting

Q: This puff vinyl takes just one press or do I apply a second press after peeling carrier sheet?

it should be just one press with the right heat temperature. Make sure you read the instruction in the box for the heat temperature it varies per brand. Happy Crafting

No, this is heat transfer so it requires heat to apply it. It is not sticky on its own. It’s meant for things like fabric.

Q: Is the orange a true regular orange? It's not a "neon" orange is it?

It’s a neon orange not orange. I ordered this to make thanks giving shirts but the orange was too bright for the occasion
