No this meter will not work for River Flow or Water Velocity, this meter will only work with Air Flow and Air Velocity.

Does this instrument come with a nist calibration certificate?

is it possible to check exhaust fan cfm ?

Yes. But you'll have to do the math. There may be conversion software in unit to go from linear feet per minute to cubic feet per minute
