Q: Could I use this to help cool down the master bedroom of a camper when the air conditioner doesn’t keep it cool enough in that room?

I'd say yes. I have a 16X9 bedroom and our AC was out. We put it beside the bed and had the oscillator going and it did a decent job. It didn't freeze you out but it made the room comfortable. No match for the central air of course but OK. What we did was freeze the foam grill that comes with it and we put two cups of water in the fridge so the water was cold when we filled the bottom.

I do not know what a smart outlet is. I just push the button to start it.

I had a message that there was a question to answer. I don't see a question, however I can provide input on this product. In all honesty, it was perhaps one of the worst purchases I have made. Did not accomplish anything close to my expectations and I threw it away. Doug
