what size is the cap?

The larger yellow cap is 1.55" OD on the largest part (which is the same size as the nozzle base) and is 0.7" ID (to cap off the nozzle). The main black "Cap" is ~2" OD and goes on the tanks threads that are ~1.75" OD with ~4 threads per inch. The vent port threads are 0.78" OD with ~8 threads per inch.

Does this fit Briggs & Stratton plastic gas cans?

I don't have a Briggs and Stratton gas can but it is the standard size of any gas can spout.

spout gasket only, can I purchase?

Have never seen them gasket only. Made one out of a bike inner tube once.

Will this spout fit pouring gas into you car gas tank?

Depends on the vehicle. I use these on my 90's jeep. My 2016 jeep requires a special funnel in order to get past the anti-syphon. It does work for the majority of vehicles though.
