is it rust proof ?

yes....stainless steel is rust proof.....it is made of good stainless steel and is easy to use...just press the tube or use the lever to twist.....good product.

Question 2

What grade rating is the stainless steel?  Is it 316 or better?  The words "high quality stainless steel" doesn't really tell me anything.

If you want to know if stainless steel can rust put a magnet on it. If it sticks it has a high content of carbon and will rust. If the magnet doesn't stick it is probably 18/8 stainless steel or higher. 
18/8 means 18% chromium to 8%  nickel the rest being steel. Be careful as type 400 can rust and buying 18/8 stainless steel is a safe way to purchase. I have over 40 years selling foodservice equipment to restaurants , bars, hospitals, schools and every thing commercial. My competitors sold type 400 stainless steel sinks, that would rust  in several months. I sold only type 18/8 and I guaranteed the sink  bowls for life because they were made of 18/8 stainless steel . Do the magnet test to make sure you are getting the right stainless steel.

No anti skid thingys on the bottom, there’s a place for them but not included with it ???

There are no "anti skid thingys" anywhere on this device, and none are provided.
My guess is that the person who asked the question wants to stand the toothpaste tube and roller assembly upright, but, since the tube is flexible and the roller bottom is smooth, so the assembly leans to one side the other and falls.
To relieve this "problem" you can either choose to lay the assembly down, or, as I did, store it vertically with the tube cap leaning against the inside of the medicine cabinet while the roller is stopped from sliding by the cabinet door or a piece of tape.
If you're not able to use these ideas, then perhaps you could cut off the top 3/4 of a plastic soda bottle.  After each use you may be able to jam the roller into the bottle bottom which is less likely to skid inside the medicine cabinet or whatever surface you want the tube/roller assembly to stand upright upon.

What is the width of this item? Will it fit a bottle with a 3-inch base?

The base is 2.5 inches wide.  A bottle 3" in diameter has a circumference of 3*3.1416= 9.42 inches, which will flatten to half that, or 4.7 inches wide, so it cannot work.  Nor are bottles designed to be squeezed like a toothpaste tube.  What are you actually trying to do?
