What is the difference between as200u-75p and mj-75?

There is a certification called NSF61 in US to certify if a water meter is lead-free or not. DAE AS series water meters are not NSF61 certified. It is DAE MJ series water meters which are NSF 61 certified. California, Vermont, Maryland and Louisiana state laws require that all the water meters used their states be NSF61 certified. Can the counter be reset?

No, DAE AS200U-75P cannot be reset since it is a revenue grade meter. Revenue grade meter will prevent someone who is being billed with the meter from resetting the data and so not being charged for their full usage.

In order to reset the reading and monitor remotely, lots of DAE customers purchase Electronic Pulse Counters CO-10 ($38 only, www.amazon.com/dp/B071XDGWF9) which will be connected to DAE AS200U-75P. Slide up the left button of Electronic Pulse Counter to unlock and then push the button to reset to 0 gallon.

What products to buy in conjunction to read pulse signal to translate to gallons used between start-end date/time, via a wifi android app? Can do?

DAE CC2030 Gateway (www.amazon.com/dp/B07766BCKD ) will collect the water consumption data from DAE AMR (Auto Meter Reading Module with RS485 communication for 16 water meters with Pulse Output, www.amazon.com/dp/B01DBB8CQ8) or DAE AMR130 (Auto Meter Reading Module with RS485 communication for 1 water meter with Pulse Output, www.amazon.com/dp/B01DCDH90U) and send them to the cloud (DAE server) through Ethernet. With PC or cell phone or tablet, the building owners or property managers will therefore be able to get access to real time data as well as the monthly water consumption and billing reports to their tenants. If there is abnormal usage (ex. Broken piping), an email alert will be sent to your cell phone automatically.

Is this water meter compatible with flume 2?  flume says it is not, but i was curious if anyone tried to connect to a flume 2.

It will defiantly NOT work with Flume.  (I had a Flume and returned it.)  The Flume is a passive device and doesn't measure the amount of water flowing with any degree of accuracy.  This is a water meter  which is very accurate.  I filled a 20,000 tank and found it to be very accurate.  Are you trying to detect when water is flowing?  Or how much water is and has flowed? 
The meter does have leads so you can remotely know when water is flowing as well as how much water has flowed.
