yes, it can, but keep it moist, not wet.

Q: Does this do well on top of soil, or should it be kept on wood or stone in my enclosed terrarium?

I 'planted' mine (semi-pushed into the top soil) in a terrarium and it did fine that way. Just be sure to water/mist often. Mine died simply because I failed to give it enough to drink.
