Can you order the top and bottoms in different sizes?

For size medium the picture says waist 24 to 26, but on the product page it says 33 inches. I usually wear size 8 bottoms, which is best size?

I don’t see a clasp on back of top if wanting straps down for sunbathing. How is the top taken off? Is this a pull on?
