I can't get it to work with my tp powerline adapter, it cannot find the other one when plugged in to this?

I believe the reason why this won't work is because powerline adapters DO NOT work if plugged into surge-protected extension leads. You need to plug it into the wall socket directly, or into a non-surge protected extension lead.

Can this Belkin power strip be mounted on the wall or the side of a work table?

Not easily. The back of it doesn't have hooks for screw heads like others do. I've been able to mount it to a desk leg with some double sided Velcro tape though.
