Because it melts the plastic, I was told it might be a good solution for getting melted plastic off my glass top stove. Anyone care to comment?

No it will not work for that. Use Goof Off or acetone or maybe a strong cleaner like 409, Fantastic, Simple Green.

Is it gel or liquid consistency? I need it for 40k models and want it to sit on the model not run off.

Liquid, works great for my own 40k models in the right amounts. I would suggest to hold the part in place for a few seconds until the pieces properly fuse.

Does this cause fogging or discoloration on transparent plastic?

I bought this specifically for canopies on model aircraft as long as you keep it to the contacting surfaces it doesn’t seem to cause the foggy effect I’ve seen before with other materials
