Mine did not. They were nice for me. I hate really tight things on my waist.

I wear a 12. I got large. I'm 5'4" but my legs aren't that long. The leggings are a little bit long not too much but they are leggings so they don't look bad. I also got them in black so maybe that's why it didn't look as bad. I like them.
