yes the is a size guide right next to the size box

No, not elasticated. But the hem has a draw cord with toggles so that you can tighten it if required.

Q: A just ordered one for a festival on Saturday how are they in rain/shower just keep my phone & that dry in my jumper

They are fine, but I always use a waterproof Spay on the out side surface. Easy to apply. Spay and leave to dry.
