Q: Is this good for tie out?

I believe it would because the collar has a buckle for closure, but a hook link to attach to a leash or tie out

Q: What is the width of the collar?

I tried several adjustable collars and I would never purchase ones that didn't have this style, all of my dogs have collars that have a belt buckle look, the only collar that ensures it won't adjust unless you adjust it, if you are asking my opinion this style is the best option.
