Q: Would this be any good for a downpipe, from a roof gutter?

Possibly. The brush diameter is for a 1.5 inch i.d. pipe, and it works well. Whether it would cope with a serious blockage in a rainwater downpipe might depend on the nature of the blockage. Also at 3 m length, it might not be long enough - it was only just long enough for a horizontal length of drain from a shower that was just under 3 m. It also cleared that by pulling the brush plus blockage back up the pipe, rather than pushing it out the far end, which might now work on a rainwater downpipe.

length of coil is 3 to 4 foot long, and the brush is about an inch long,was no good for what i needed it for, i won't go down the plug hole in either bathroom or kitchen sinks, its more of an outside drain unblocker

Q: can this be used to retrieve a toy?

Not a good idea. It may well push the toy further down oif it is nit firmly in a place where it cannot go further if pushed by the brush end. You need something with an end that is slim enough to slide past, but pulling back unfolds like an umbrella. Don't know if such exists, but ask a plumber's merchant.
