Q: Waist strap can be adjust to small waist of 26"???

Bought as a gift for my husband. Has held up well. Mostly used for fishing.

Q: Will the bottle holders fit 32oz Nalgenes?

No its only good for water bottles

Q: What is the quality like?

From my experience it is very well made. I cannot speak for what you have in mind for it but it is an excellent man tote, gun bag, Fanny pack, trail bag. I have had mine over a year and it has been thrown, drug around, worn, and tossed with no frayed threads or anything else to suggest poor manufacturing.

Q: Can it be worn comfortably with a backpack?

I would think so but that would depend on you and the backpack.
