does this work with other brands of wetstone grinders?

The Turning Tool Sharpening Setter would work in conjunction with the Tormek BGM-100 Bench Grinder Mounting Set with other brands of wetstone grinders.

Will this work on the 10 inch WEN 4270 sharpener?

I am pretty sure it will work for you. I have a tormek for years and recently bought a rikon grinder and installed 8" CBN grinding wheels. I had to purchase tormek's adjustable bar guides for it as I wanted them dedicated to the new grinder. I can sharpen lathe tools super fast now without bothering with water in my tormek. I use the tormek for plane irons and chisels now and true the grinder wheel much less. The "guide-paper chart" gives you some recipes but they are basic and a good place to start. When you find a grind you like, make a note of how you obtained it for the next sharpening. Definitely feel it is worth $35. Have fun.

does this work on knives that would be 20 degrees or less

The TTS-100 is a tool that works in conjunction with the SVD-186 and SVS-50 jigs to sharpen turning tools (gouges and skews). For knives, you would want the Angle Master, item #WM-200.

Can this be used to set the angle on bent carving gouges as well or only turning gouges?

I have never used the device for carving tools, I sharpen all of them I use free hand.
