You can pull it up over your nose, but the material is breathable so I doubt it's going to protect you much against anything other than the cold!

Q: Is this still comfortable to wear if you pull it down to wear it just around neck? Or pull down the mouth cover to wear it under the chin?

Yes I have worn it as a neck warmer with the hood down and it’s fine.

Bit of a trick question this, like how long is a piece of string. Just because a person is 11 years old does not define how small or big the person is. A person who is 11 years old could be very small or could be reaching adult size, they could have a very small head or a large head. The only way to find out would be to buy it and try it.
