Im a 12/14 in bottoms and I ordered the XL to be safe. They were great. I would say a M would be absolutely fine for you.

Hi, I bought an L for my daughter who is 16-18. XL would be 20. They are really stretchy in all directions. I think they will be very comfortable. We did find that the legs are a little short.
