pastels are similar to wax crayons but give a smoother effect, you can also blend the colours together easily by rubbing which allows more varied art effects and finishes

Would these be ok for children to use to put onto a tote bag to decorate? Would it be washable?

no they are oil based and would melt and run . You need fabric crayons which you iron after drawing with to seal or acrylic paint of good quality on cotton or canvas I painted t shirts to sell and the fabric sticks\crayons and paint on dyes are preferable.

How lightfast are they?

Because of the price I suspect that they aren't very lightfast; best to keep your work in a sketchbook.

Can you shave these and make a panel liner powder? or mix the shavings with white spirits to make a panel line wash? Thanks.

You can mix with spirit to make a line wash. Will not make a powder as high oil content.
