Q: Can this lay flat when there was a fuel inside, or must it be standing up?

It’s recommended that fuel is stored and transported in its vertical position.

Q: The pump quit working on the first use. How can I get a new pump?

Ours quit the first time as well. Then the tires fell off. We returned the whole thing and found a better-built one.

Q: Not sure if a 4 foot hose is going to be long enough. Can I get a longer hose? The 12v dc version doesn't say how long the hose is. Is it longer?

The hose (4') is long enough for me to fill my pontoon boat. It has an automatic stop feature on the hose when the tank is full so if you change hoses you may not have that feature available. The pump works beautifully. They give you adapters so you can put the pump on a 5 gallon can if needed. I am very pleased with my purchase.

Q: Can i connect the hose to the tank without the pump? I plan to lay flat above my generator and gravity feed the fuel.

I don't think this would will be good to lay flat. You'll need a sealed top and both of the screw-on caps would be below the fuel line, so you wouldn't be able to open a vent for the fuel flow.
