How long does it take to dry

Not long about 10-20 min depending on ambient temp.

My existing flashing is not too bad, just a bit worn so I wondering Can I use this on the existing flashing and cover it with new flash band

I think it would work - just make sure the worn flash is cleaned as much as possible. Also ensure the edges seal well.

Can I use this with flash band tape to repair a tear in a roof membrane?

The pic that's posted is a primer before using the tape, but I don't see why not I used both on a steel corrugated shed roof

Does this need to dry before applying flashband or apply when wet?

Yes dry is the better condition, and not to cold, I used a hair dryer after I applied it just to make sure it was well pliable and stuck
