Does this have a shelf life? What is expiring on this compass?

If it is genuine, will say Model 3H on the cover, then open the cover. On the inside there will be a date code. The first number is the year and the second number is the month of manufacture. The last number will say 77 if it was not made for a military contract. The tritium cells have about a 12 year life after the manufacture date.

Illumination says good for 12 years, these were manufactured in 2001, the illumination expired in 2013? Picture on Amazon shows manufactured 11/19?

That’s probably just the compass that is displayed manufacturing date. Mine was manufactured in June of 2020. When you get your compass, the inside lid will have 3 sets of numbers ex.(## ## ##) first set is last 2 digits of the year, second set is the month, third set is lot number. Mine is 20 06 77, so June of 2020. 77 is a generic number which means it was made outside a government contract.
