Q: Do they fit over glasses?

I would say no. My son had to take his prescription glasses off for the safety glasses to fit properly so we just let him wear his glasses so he could actually see. (We used these for his nerf gun bday party)

Q: Are these FDA registered?

You probably mean OSHA or ANSI , not FDA. They claim meeting ANSI in the specs listed. All OSHA-approved safety glasses must have markings specified by the American National Standards Institute's ANSI Z87. 1-2010 standard on both the lenses and the frame of the eyewear piece. If the lenses are Impact Rated, they also should have the manufacturer's mark, followed by a "+" sign.
