They glow.
Bought a pack of these and the red ones, for use as emergency bike lights in case of battery failure. Haven't had to use them like that yet, but sure they'll be more than adequate for being seen in a suburban area.

Ordered these as a trial to see how well they would light up some paths to help make them safer whilst at work to supplement head torches, advertised as ‘military grade’ and ‘used to direct helicopters by the military’..the photos are actually quite kind as the glow stick was up against a wall so a little light is reflecting off the wall, in the middle of a path there was absolutely no difference in how well the area was lit beyond 20cm of the glow stick.
