Are these buckles nickel free

Not sure but don't buy them. Cheap crap

Would these be good for dog collars or are they too thin?

Should be fine, but I bought rather small sizes, not sure how much thickness you can use. If you are doing sight hound collars, definitely not big enough.

can they be used for shoes? I want to replace the bar for my sandals that fell off.

They could be! You'd have to use shoe goo/ leather glue or stitching to attach it, but the 1/2 inch buckles would probably work.
