I bought 3 sets of 2 (6 lamps) and only needed 5. I have one still in the box with the paperwork. I looked all over the box, through the papers and on the lamp lable and no where do they say these were submitted for testing with a stamp, sticker etc... I am using 5 and they work well exspecially for the price I paid verses buying at a big box store. The wires seem to be at a comperable gauge as other lamps I installed along with the light socket and the sensors and included fixture connectors. The actual lamp is sturdy and solid and seems to be painted well but I've only had them on for a couple months so time will tell. All the mounting hardware is included. Because its not noted UL listed or ETL listed to me means they didn't pay to have the products approved. I'm happy with my purchase and do not see where these would be a fire danger exspecially since I'm using a 4.5 watt LED bulb that never gets warm to the touch. Hope this helps.

Q: How do you get flush up against the wall, is there a back plate that you can get

There is a solution called a surface mounting block .that gives you a flat surface. The back contours to your siding so it can lie flat. That however is not part of the light fixtures packaging. They come in a variety of colors usually and the center pops out so that you can pull the wiring through. You'll need to go to a hardware store like Menards, home Depot or Lowe's
