Q: What size drill bit should be used for the wall anchors that are provided? 3/16, 1/4?

I was not successful with the wall anchors provided. I used different wall anchors. The drill bit width should be about the same as the wall anchor. Then push it in.

Q: Can you put this on the wall next to the toilet?

Yes, I highly recommend screwing securing into a wall stud if you want it to bear any weight.

I'm sorry, I really don't remember as they were junk, and I had some better ones in a jar. I just tossed the ones it came with. I would imagine they are a fairly standard width for mounting towel bars and similar items. The bars themselves are very nice and strong.
